Let's be realistic, as someone who came from abroad as international students and educated free here, working at educational institutions with lots of network with other universities I would say if you put tuition fees, there would be a big NO for applicants. Because if they have to pay then why come to norway where already an expensive country. There are lots of other interesting countries out there with less tuition fees, better universities and much better weather conditions.
Second, education must have a dignity. Paying for it changes the nature of education and put it in another category just like a tradable object.
Third, only rich people can apply for Norwegian universities then, give equal opportunities to everybody.
