Dato: 29.01.2025 Svartype: Med merknad I appreciate the opportunity to provide feedback on the proposed changes to the Immigration Act and Regulations concerning the requirements for proficiency in oral Norwegian and passing a civics test for obtaining a permanent residence permit. I would like to express a concern regarding the shift toward an exclusively oral proficiency requirement. Having completed nearly 200 hours of Norwegian language training, which encompassed reading, writing, listening, and speaking skills, this amendment may render much of the time and effort invested in comprehensive language training less relevant. It would be disheartening to see such extensive preparation potentially disregarded if only oral communication skills are prioritized for evaluation. Language acquisition is a holistic process, and a balanced assessment that includes written comprehension and other language competencies alongside oral skills would better reflect the efforts and abilities of learners like myself. Furthermore, it would more accurately represent a candidate's ability to participate fully in Norwegian society, including in written communication contexts that are critical for professional, social, and civic engagement. I would appreciate clarification on whether the hours spent in broader Norwegian training will still be acknowledged or credited under the new requirements, and whether there will be pathways to account for diverse learning experiences beyond oral communication alone.
